The SA Air Quality Information System: 

Edna Molewa, the Minister of Water and Environmental Affairs  on 30 September 2011 published in the Gazette No. 34648 the department’s intention to introduce the South African Weather Service (SAWS) Amendment Bill, 2011 in Parliament in October.

James was the sole resource on this project. It entailed working closely with the Department of Environmental Affairs and the SA Weather Service – balancing the sometimes conflicting expectations of these two parties. The assignment entailed the development of a comprehensive business case for the development, operation and maintenance of the South African Air Quality Information System and its National Ambient Air Quality Monitoring Network by the South African Weather Service and associated short-term medium-term and long-term business plans. The following deliverables were produced:
