James was the sole resource on this project. It entailed working closely with the Department of Environmental Affairs and the SA Weather Service – balancing the sometimes conflicting expectations of these two parties. The assignment entailed the development of a comprehensive business case for the development, operation and maintenance of the South African Air Quality Information System and its National Ambient Air Quality Monitoring Network by the South African Weather Service and associated short-term medium-term and long-term business plans. The following deliverables were produced:
• The SAAQIS 2010-20 Development, Expansion, Operation and Maintenance Vision
• SAAQIS 2010-20 Strategic Plan
• The Business Case for SA Weather Service’ Development, Expansion, Operation and Maintenance of the SAAQIS
• SAAQIS Organisation Development Plan

• 2010-11 SAAQIS Business Plan
• SAWS Act Amendment alignment audit and recommendations for improvements to the legislation
